General Meeting of the Council of the ITF by a majority of two-thirds, unless
otherwise stated in these Regulations, of the votes recorded in respect of the
same.
Any amendments so made shall be effective for the Competition immediately
following, unless otherwise decided by a like majority.
(b) The Regulations of the Davis Cup Competition may be altered by the Board
of Directors if the matter is deemed to be urgent. In such event the Council
of the ITF must vote to ratify or reject the Board's alteration. Such vote must
be conducted by email, fax or post, the ballots to be sent within 15 days of the
Board's vote and returned within 30 days of the Board's vote. Any
unreturned ballot shall be deemed a vote to ratify the Board's alteration.
