ITF Global Tennis Report 2019 • 561 Appendices APPENDIX H The 2017-2020 ITF Development Strategy provides a range of projects and opportuni es around five pillars: events, performance, par cipa on, coaching and facili es. The strategy's objec ves are to: 1. Increasepar cipa onintennisworldwide for all ages, genders, playing standards and physical abili es. 2. Developtalentedplayers, par cularly those from na ons that are both under-resourced and under-represented. Throughout the ITF Global Tennis Report 2019, reference is made to the ITF Na onal Associa on Development Eligibility Criteria or 'Development Eligibility'. The Development Eligibility for 2018 is used for this report, and within each of the na ons' reports. Development Eligibility for 2018 was approved by the ITF Board of Directors in October 2017. The List of Na ons and Tiers of Eligibility for 2018 can be accessed via the ITF website at h ps://www.i tennis.com/development/about-development/ development-eligibility.aspx. Each ITF member Na onal Associa on is assessed for its eligibility to benefit from components of the ITF Development Programme, and support is allocated on a project-by-project basis. The Development Eligibility Criteria is based on two elements, resources and representa on, as detailed below. Resource criteria A. World Bank ranking of na ons above the global average GDP per capita as at June 2017 (58 ITF member Na onal Associa ons eligible). B. December 2016: UN Na onal Accounts Main Aggregates Database per capita GDP ranking of na ons (above the World Bank global average GDP per capita). Representa on criteria Men's representa on: a na on must have had at least three men playing in a main draw singles event of a Grand Slam tournament between 2014 and 2017. Players must have been a direct acceptance or qualifier. The na on must also have been ranked in the Top 24 of the Davis Cup Na ons Ranking at the end of 2017. Women's representa on: a na on must have had at least three women playing in the main draw singles event of a Grand Slam tournament between 2014 and 2017. Players must have been a direct acceptance or qualifier. The na on must also have been ranked in the Top 24 of the Fed Cup Na ons Ranking at the end of 2017. Based upon the criteria above, each na on is categorised as being in one of four ers: Tier 1 Na ons that require the most development support and are classified as both under-resourced and under-represented. Tier 2 Na ons that are under-represented but resourced. Tier 3 Na ons that have a degree of representa on whether under-resourced or resourced. Tier 4 Na ons that meet the full resource and representa on criteria and have a greater degree of tennis maturity and a lower requirement for development support. Tier 4 na ons are therefore not eligible to access specific ITF Development projects.   ITF Development Strategy and Development Eligibility
